What Part 4 is for
The National Building Code of India (NBC) is a national reference for building design and construction. Part 4 deals with fire and life safety. In broad terms it addresses how buildings should be planned, constructed and equipped so that fires are less likely, people can leave safely and firefighting can be effective.
The topics usually grouped under Part 4 are its scope, terminology, fire prevention, classification of buildings by occupancy, and life safety. Protection and detection arrangements follow from those foundations.
Classification by occupancy
A building's use is one of the first things considered, because fire risk and evacuation needs differ greatly between, for example, a flat and a factory. Nine occupancy groups are commonly listed:
- Residential
- Educational
- Institutional
- Assembly
- Business
- Mercantile
- Industrial
- Storage
- Hazardous
Fire prevention and life safety
Fire prevention covers how a building is planned and built to reduce ignition and slow spread, including protection of structural members and use of fire-resistant materials. Life safety covers the arrangements that let people reach safety: exits, corridors, staircases, travel distances and evacuation routes.
These are separate from, but work together with, active systems such as alarms, sprinklers, hydrants and pumps.
Always check the current requirements
Reference material on this subject commonly cites the 2005 and 2016 editions of the code and IS 2190 for portable extinguishers. We treat those as references only, not as a statement of what applies today. Requirements depend on the building type, occupancy, size, height, local rules and the edition in force.
