अग्नि सुरक्षा अनुपालन और राष्ट्रीय भवन संहिता

An educational overview of NBC Part 4: Fire and Life Safety, and how compliance assistance works in Uttar Pradesh.

Please note: sources and currency

This page summarises topics commonly associated with the National Building Code of India (the 2005 and 2016 editions are often cited) and IS 2190. We have not treated these as the latest applicable requirements. Which edition and local rules apply to your building must be verified.

We do not reproduce clauses, tables or numerical limits. For authoritative text, use the Bureau of Indian Standards publication and your local fire authority.

Scope and terminology

What Part 4: Fire and Life Safety Covers

Part 4 of the NBC deals with fire and life safety in buildings: its scope and terminology, fire prevention, classification of buildings by occupancy and life safety. The aim is to reduce the chance of fire, protect people if one occurs and support effective firefighting.

Fire prevention

Classification of Buildings by Occupancy

The way a building is used is central to assessing its fire safety needs. Nine occupancy groups are commonly used. Occupancy influences fire load, how many people are present, how well they know the building and how easily they can leave.

  1. Residential

    आवासीय

Homes, apartments and other buildings where people live and sleep, so night-time warning and shared escape routes matter.

  2. Educational

    शैक्षणिक

Schools and colleges, with large groups of students who depend on staff-led, rehearsed evacuation.

  3. Institutional

    संस्थागत

Hospitals and care buildings where occupants may need help to leave.

  4. Assembly

    सभा / समागम

Places where many people gather, such as halls and multiplexes, where crowd movement and exit capacity are central.

  5. Business

    व्यावसायिक

Offices and professional premises with dense equipment and many daily occupants.

  6. Mercantile

    वाणिज्यिक / व्यापारिक

Shops, markets and malls with public footfall and high combustible stock.

  7. Industrial

    औद्योगिक

Factories and process facilities where materials and machinery define the hazards.

  8. Storage

    भंडारण

Warehouses and stores, where stored goods and stacking drive the fire risk.

  9. Hazardous

    खतरनाक

Buildings handling highly combustible, explosive or otherwise hazardous materials, needing specialised assessment.

Life safety

Getting People Out Safely

Life safety is about evacuation and protection of occupants. Relevant themes include clear exits, corridors, doors, staircases (including external staircases and fire escapes where applicable), protected routes, sensible travel distances and emergency preparedness. Specific values vary by occupancy and must be taken from the current authorised code.

Protection and detection

Systems That Support the Building

Detection and alarm systems provide early warning. Extinguishers, sprinklers, hose reels, risers, hydrants, tanks and pumps help control fire. Public address systems and signage guide people. Selection depends on the building and applicable standards.

Smoke and hazardous gases

Why Smoke Is So Dangerous

Smoke composition depends on what is burning, and smoke exposure can be life-threatening. The gases below are commonly named. This is an educational overview, not a complete toxicology reference.

  • Carbon monoxide (CO)

    कार्बन मोनो ऑक्साइड (CO)

A colourless, odourless gas. When inhaled it displaces oxygen in the blood and can cause suffocation.

  • Hydrogen cyanide (HCN)

    हाइड्रोजन साइनाइड (HCN)

Released when materials such as plastics, silk, nylon and wool burn. It prevents the body's cells from using oxygen.

  • Carbon dioxide (CO2)

    कार्बन डाईऑक्साइड (CO2)

Produced in large quantities by fire. Not directly poisonous at ordinary levels, but it lowers oxygen and can cause breathlessness.

  • Nitrogen oxides (NOx)

    नाइट्रोजन ऑक्साइड्स (NOx)

Formed when some chemicals and synthetic fabrics burn. They can seriously damage the lungs.

  • Sulfur dioxide (SO2)

    सल्फर डाईऑक्साइड (SO2)

Released from burning rubber and some plastics. It has a sharp smell and irritates the eyes, nose and throat.

  • Acrolein and formaldehyde

    एक्रोलिन और फॉर्मेल्डिहाइड

Found in smoke from burning wood, paper and cloth. They harm the respiratory system.

Compliance in Uttar Pradesh

How Compliance Assistance Works

A fire and life safety certificate is generally obtained from Uttar Pradesh Fire and Emergency Services before a building is put to use. We can help you understand requirements and prepare. Confirm the current procedure with the authority.

  1. भवन पर चर्चा

    Discuss the building

Understand the building and its intended use.

  2. जानकारी की समीक्षा

    Review information

Look at relevant building information and documentation.

  3. आवश्यकताओं की पहचान

    Identify requirements

Pinpoint the applicable requirements for professional review.

  4. सुधार की जानकारी

    Explain corrections

Describe possible corrective actions and documentation needed.

  5. प्रक्रिया में सहयोग

    Support the process

Assist with the application or inspection process, as agreed.

Approval, certification and final compliance decisions belong to the competent authorities. We do not guarantee approval, and we do not issue certificates on their behalf.
